Container Stops: SAPS Update

Dear Valued Client

We bring you an update on recent developments regarding the increase in container stops mainly through Durban harbour. There has been a noticeable increase in container stops by SAPS and multiple divisions working under this team in ongoing efforts to enhance security measures and reduce contra band and illicit products passing through the port. SCT management met with the Durban SAPS sergeant alongside a representative from our industry association (SAAFF), in attempt to understand the processes and reasoning for lengthy examinations and exorborant costs associated with container stops.

For clarification – SAPS has full jurisdiction over container stops and review the import documentation in detail before involving another governing body such as NRCS, JOC or National Clothing and Textile focussed team for their expertise. It is vital at time of pre-stop notification that SCT Supply Chain Solutions has all shipment documentation on hand to submit to SAPS for review as well as a letter of motivation to bring understanding of the products and their use. There is certainly no guarantee of release but 20% of pre-stops have been eliminated from examination just by submitting motivational letters and/or product data. The SAPS team have also emphasized the importance of both electronic and manual submission for documents to ensure the officer has everything on hand prior to final decision. A dedicated staff member at SCT is currently managing this process and will ensure documentation deadlines are met alongside SAPS requirements.

We reiterate the fact that the importer is not specifically flagged for SAPS stops, but there is an increase of prohibited and counterfeit items found within certain industries and routings which will result in regular stops. To be proactive, SCT has compiled a history of container stops per client profile and will alongside your motivational letters and product data, submit reason to eliminate from exam and support our customers in the process best possible. We certainly do not promise elimination, but we can work alongside the authorities to coordinate efforts and ensure compliance with regulations governing import operations.

Thank you for your attention and please feel free to reach out if you have any questions.
