European Union ICS2.3 Updated Data Requirements

Please pay particular attention to the below data requirements for all shippers moving cargo via EU countries.

What is the impact of ICS2 Release 3 for shippers?

Effective 1 April 2025 all goods transported by Sea, will require pre-acceptance and pre-arrival security and safety clearance by European Union Member States. Among other data, the authorities ask for the below minimum requirement on documentation:

Who is affected by ICS2 Release 3?

ICS2.3 applies to all cargo with a destination within – or transit via – the EU, Switzerland, Norway and Northern Ireland.

What are the implications if shippers do not provide accurate data at the time of shipping?

Shippers should provide the necessary data required to support a successful security filing during the shipment booking process. Poor data quality may result in shipments not loaded at origin, delayed during EU entry and/or additional costs as the legally required security filing cannot be done on time. Inadequate security filing with missing/wrong data may either be rejected or subject to intervention by the EU Country Customs Authorities.

Freight forwarders are required to submit the necessary data to carriers on behalf of shipper, kindly assist with these key data elements timeously.
